Personality: Jack's an easygoing, unassuming, business minded young man that is relatively moralistic, but still has to go through the motions of criminal activity, though they are all to support his family. He's intelligent but doesn't consider himself such, and using this keen intelligence has been able to point out key problems in his business before others in the same line of work. He has a bit of an angry streak, and is typically brooding about his situation. He doesn't really like his job, and wishes he could support his wife and future kids with a better existence if possible. His caring wife at times keeps him stable.
Appearance: Jack Napier is a tall thin man with a sharp face who usually is found frowning at his existence. He wears smart black suits, white dress shirts, and black slacks most of the time.
Abilities: Jack's a very good marksman and usually makes sure to keep weapons around just in case, because his job can make one rather paranoid. He's also a bit of a good fighter, but is only human and has no formal training. He can drive a good getaway vehicle as well, and usually has a good sense to understand how cops think, and can avoid their traps.
Weaknesses: Jack is just a human, meaning he is susceptible to injuries that a normal human would be, including gunshot, stabbing, explosion, and that kind of thing.
History: Jack Napier was born to a relatively bad family, who didn't do much in terms of work and probably damaged his education at an early age with frequent moves and a lack of focus that hung onto Jack himself. He had no positive role models. As an adult he went into the mob as a means of supporting his wife, whom he met on one of his failing jobs as a comedian. Jeannie Napier is pretty much the one person that actually supports him and keeps him chugging through life.
Falcone has been a prominent crime boss, and is someone that practically rules the city crime, and when Jack became a criminal it didn't take long for him to work for Carmine the 'Roman' Falcone, rising through the ranks fairly quickly. The city hasn't been doing so well, and Carmine lives off this. Other mobsters like Oswald Cobblepot do too, and it's not looking like they'll stop living off of it anytime soon. Jack Napier just has to try and get in on this in order to keep on chugging, and that's what he's been trying to do. He's gotten a little farther by now then he was five years ago.
Jack Napier is now Falcone's right hand man, the man that Falcone trusts to give high risk missions, and knows Jack will never fail him. He was drawn into this activity after economic failure most notably with a chemical company layoff and several comedian jobs, where he really wasn't much of a success. It's still a hard line of work, but he's done very well in it considering how it can get. He hasn't gone into military service due to draft dodging so that he could support his wife. He's Jack is married to his loving wife Jeannie who's pregnant with their son. He's so far avoided most police issues, and his wife has no clue about his work so far. It's been a bit of an issue though on the fact that the mob are in need of more money, so he's going to pull them through on an important criminal operation fairly soon. Crime in the city, in the year of 1939, has been doing well since the Great Depression, although this is arguable for the people undertaking the process of criminal activity themselves, as they cannot be said to possess safety or well being, only an attempt to make a living by harsh criminal means. Jack Napier has been able to support his wife with it, this job he has taken on to protect his family by not protecting others, and will continue trying to do it as best as he can. Gotham City is a dark place though, filled with depressing elements, so it may not be in his future to always succeed. He will try.

Roleplay Sample:
Jack Napier was sitting at a table looking through a deck of cards, trying to think about what his job required him to do without breaking in any guilt over it. The place he was in was a small time restaurant, and the place he was sitting in was at a booth in one of the corners of the place, waiting for Sully to come and discuss the job they were going to pull. This was a good job too, not some slime ball robbery of a gum dispenser or something, so Jack had to bet on Sully being able to talk it over right. If he didn't, things couldn't go more wrong, well they could, but the job could crash.
A few minutes later Sully came on into the place and looked around, turning his head from left to right, before figuring out where Jack was. Sully was another gangster with a position similar to Jack's, except he wasn't always that bright according to some of the other guys Jack had talked to. Jack and Sully hadn't met yet, so it's not like he could judge anyway. He was an older guy with grey hair and a handlebar mustache, wearing an overcoat that looked like grass was growing out of it or something. Jack didn't judge that either, and just began talking to him about the operation.
"Hey Sully, that's one fine coat you got there." Jack said.
"My eyesight's not what it used to be, I didn't think it was this messed up." Sully said, sitting down opposite to Jack.
Jack folded the cards, and then looked at Sully, eyes narrowed.
"It's not about your sight, Sully, it's about the fact that's one fine coat."
